Invitation for Public Consultation Meeting of Environment and Social Management Framework (ESMF) in Yangon

NCDDP

The Department of Rural Development (DRD), jointly with the World Bank Group conducted Public Consultations around the draft Environment and Social Management Framework (ESMF) for the additional financing of the Myanmar National Community Driven Development Project (NCDDP)  in Yangon, Mandalay and Naypyitaw during February, 2015.

In accordance with the Operational Policy (OP: 4.11) which is Physical Cultural Heritage including Environmental and Social Assessment Policy, a draft ESMF was updated to explain the environmental and social assessment processes and related safeguard policies to be followed for investments financed under the NCDD Project since there are three nationally cultural heritage townships – Kyauktan, Nyaung-U and Ngathogyi among current 47 CDD townships which are being implemented. And then, rules and regulations which have been enacted by the Department of Archeological National Museum and Library under the Ministry of Religious Affairs and Culture were considered in updating this ESMF (Draft) in order to implement project activities smoothly.

The ESMF provides a general options impact analysis with environmental and social criteria and an overall assessment on how to mitigate and monitor possible environmental and social effects associated with the project. In accordance with our practice, DRD will organize three Public Consultations Meetings in Yangon, Mandalay and Naypyitaw during May, 2017. We are inviting concerned officials under Department of Environmental Conservation, Ministry of Religious Affairs and Culture and Development Organizations to participate in a discussion around the draft ESMF and to seek your views and inputs.

ESMF (Draft) Public Consultation Meeting will be held at Meeting Hall from Regional Office of Department of Rural Development which is situated in No.245, Thalyatson Road, Botahtaung Township, Yangon on 15 May,(9:AM to 11:00AM) 2017.
