The Republic of the Union of Myanmar has received financing from the International Development Association (IDA) toward the cost of the National Community Driven Development Project (NCDDP). The Department of Rural Development (DRD) of the Ministry of Agriculture, Livestock and Irrigation, in its role as implementing agency of the NCDDP, intends to apply part of the proceeds toward payments under the contract for the procurement of Motorcycles low ground clearance for 17 townships 2017-2018.
The Department of Rural Development (DRD) now invites sealed bids from eligible bidders for the procurement of 1,575 (thousand five hundred and seventy five) motorcycles with low ground clearance (scooter type). The motorcycles will support the daily operations of the facilitators the DRD will deploy in 17 (seventeen) townships spread over the national territory. 575 (five hundred seventy five) of the motorcycles will be delivered in the DRD central warehouse in Nay Pyi Taw (CIP Nay Pyi Taw) and 1,000 (one thousand) will be delivered in the Regional DRD warehouse in Yangon (CIP Yangon)from where they will be distributed to the township clusters. The delivery time is spread over 3 (three) months at a monthly rhythm of 525 (five hundred twenty five) units per month. The delivery time starts 60 (sixty) days to be counted from the date of signature of the contract, or 1 June 2017, whichever dates comes first.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the address below. The bidding documents will be sent by e-mail only.
Bids must be delivered to the address below on or before Monday 13 March 2017 10.00 Hrs Myanmar time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 13 March 2017 11.00 Hrs Myanmar time.
All bids must be accompanied by a “Bid Securing Declaration”.
