NCDDP aims to enable poor rural communities to benefit from improve access to and use of basic infrastructure and services through a people-centered approach and to enhance the capacity. Therefore, it is also an important to include gender perspectives in the process.

Since people who use those infrastructures are children, elderly and disabled including male and female, planning and implementation should be based on their needs. It is necessary to get equal rights between men and women in decision-making and consideration of different perceptions. By providing opportunities to participate women in construction at where they are capable of, they will have access job opportunities, as well as knowledge on technologies related to the construction could be achieved.
