The Department of Rural Development (DRD), jointly with the World Bank Group was held Public Consultations around the draft Environmental and Social Management Framework (ESMF) for the additional financing of the Myanmar National Community Driven Development (NCDD) Project at Inya Lake Hotel, Yangon on 9 February 2015 and at Swan Hotel, Mandalay on 11 February 2105.

Responsible officers from Department of Rural Development (Head office), responsible officers from World Bank, NGOs/CSOs, media and other invitees were in attendances.

# What is National Community Driven Development Project?

National Community Driven Development Project (NCDDP) is the World Bank’s first project in Myanmar after 25 years. It is funded by a US$80 million IDA grant, approved in November 2012 and implemented by Department Of Rural Development (DRD).

The development objective of the Project is to enable poor rural communities in Myanmar to benefit from improved access to and use of basic infrastructure and services through a people-centered approach. This six year project empowers rural communities in 15 townships to identify and implement public investments they need most, such as rural roads, bridges, irrigation systems, schools, health clinics or rural markets. The Project helps to realize President Thein Sein’s vision of “people-centered development”, a significant shift in the way that Government engages with communities in poor and historically undeserved rural areas.

# Why an ESMF?

- NCDDP is expected to provide social and economic benefits. However, some minor environmental and social impacts may occur. Impacts are minor and can be easily minimized or mitigated through measures in the ESMF.

- Site-specific environmental and social impacts will therefore not be known until sub-projects are identified.

- An ESMF is therefore the preferred instrument to address World Bank safeguard policies during implementation of NCDDP.

# What are the guiding principles of the ESMF?

- Comply with World Bank safeguard policies to identify and assess potential environmental and social impacts and risks, and avoid, minimize, or mitigate such environmental and social impacts and risks

- Integrate environmental and social objectives into the preparation and implementation of environmentally and socially sustainable sub-projects

- Promote capacity building and institutional strengthening to address environmental and social impacts

- Promote transparency through stakeholder participation and public information disclosure.
